I do think they improved in both sense. We know Ray's father was a gambler from WATE as well as a drinker and that cannot have helped the families finances. I think perhaps he didn't pay much attention to the family finances whereas Ray seems to, at least on some level.
And I think considering how Ray gets on with his father's ghost - Vecchio snr hated cops, probably was abusive to Ray emotionally nad physicially, is always about number one I'd say the family must be happier with him gone. I think it was good for Ray until he still hears his father's words hitting his self-esteem. I think Fraser was a help in helping Ray overcome his father's opinion/influence.
