Either a literal representation, as in Fraser's Stetson, police hats, the 'new uniform' hat Thatcher makes Fraser wear in Vault, Frannie's 'aversion' to hats, etc. Or metaphorically, as in the many hats (occupations, etc.) people wear.

So put on your writing caps and get going!
