Title: Making the decision right

Summary: Post-Witness Fraser has a big decision to make.
Inspired (rather loosely) by the prompt: On the substitution of one angel, and one cause, for another.
Making the decision right
Fraser stared at the piece of paper and his hand and read it again. A transfer, already authorised, all he had to do was fill in the blanks and he could go home. He could go back to Canada, back to the territories. He could once again breathe fresh air, feel the snow under his feet, smell pine on the breeze. Yet something was holding him back.
He had carried the piece of paper with him for over a day since he had received it, creases forming from the number of times he had folded and unfolded it. He had kept checking. He had known, of course, that the text would never change, but he was still surprised he had been given the opportunity. Yet he was hardly jumping at the chance.
His father had seemed very keen on the idea, even offering a a few suggestions. Suggestions that Fraser could have done without. At that point, seated in a courtroom, paper in hand, he had glanced up and concentrated on Ray's testimony and Ray. He had been looking at the big reason for him not to take the transfer, the reason the form remained blank.
Then he hadn't had time to think about the transfer, he had had to go 'undercover' to help Ray. In a prison environment, he had had little time to think of home. Little things reminded him of basic training, the bed, the food, the close congregation of men. Basic training had been the first time he had been away from home. It had been an adjustment.
Chicago too had taken some adjustment. He had had to find his way through a myriad of strange urban customs. Things were different in Chicago; the air was not as fresh, the snow was often polluted, the smells were of fast food and car exhaust. Fraser had managed to make a home amongst concrete and buildings. He had found friends, people he cared about and Ray.
Once he and Ray had been released they had headed back to Fraser's apartment. Ray had made sure that Fraser forgot to think about anything else but them. Eventually of course Ray had fallen asleep, as they had held onto each other, lying in bed, and Fraser's thoughts had drifted back to the piece of paper he had left on the kitchen table. A piece of paper Ray hadn't noticed.
He had found himself still restless, unable to sleep. Not wanting to disturb Ray he had only lightly kissed him on the temple before he got out of bed. Fraser had padded over to the kitchen and had sat once more at the table, staring at the piece of paper and glancing back at the sleeping figure in the bed.
As much as his home offered him the one thing it didn't offer was Ray. It didn't offer gentle kisses on a Monday morning, or passionate ones on a Friday night. It didn't offer a gentle pat on the shoulder or a tight hug. It didn't offer a lover's touch or the familiarity of a caress. It didn't offer conversation, or a sympathetic ear. It didn't ask what was wrong and give comfort if needed. His home offered many things, but nothing compared to Ray Vecchio.
That was why he folded the piece of paper up for the last time and went over to the trash can, placing it neatly inside, out of sight. He wasn't sure what he would tell the new Inspector yet, he would think of something. He still had his back facing the bed when warm arms came around him.
“Hey, Benny, do you ever sleep?” Ray asked in a tired but amused voice.
Fraser turned to face his lover and kissed him. “Sorry, Ray, I was.,.thinking...”
“About what?”
“You.” That was the truth, Ray had been uppermost in his mind.
“Come on, Benny,” Ray said, pulling Fraser toward the bed. “You can think about me lying down.”
“Yes, Ray.
They lay down together and Fraser rested his head against Ray's shoulder. It wasn't long before he heard a gentle snoring from Ray. He smiled. Canada would always be his home but lying next to a warm body, arms around Ray Vecchio, listening to his lover snore, Fraser felt he just might have found another.

As people have commented above, I've never doubted that Ray was why Fraser decided to stay in Chicago, and I thought that before I'd discovered slash.
